01Verify the opportunity
Read the current notice and all attachments. Record the notice ID, procurement method, place of performance, deadline with timezone, questions deadline and mandatory site visit. A sources-sought notice, award notice or presolicitation is not automatically an invitation to bid.
02Build the bid / no-bid case
Confirm trade fit, delivery capacity, funding for mobilization and whether your company meets the stated requirements. Identify every unknown and assign an owner to resolve it. Review estimated margin and the opportunity cost of estimating before committing.
03Control scope and addenda
Create a document register with file name, revision, date and responsible reviewer. Record inclusions, exclusions, quantities, assumptions and unresolved questions. Recheck the issuing portal before submission and acknowledge addenda exactly as instructed.
04Prepare subcontractor quotes
Send the same scope, drawing revisions, schedule, access requirements and quote deadline to each invited trade. Compare scope completeness before comparing price. Clarify exclusions, lead times, insurance, bonding and who supplies materials or equipment.
05Run the final submission review
Use the solicitation’s checklist. Confirm required forms, signatures, pricing schedules, attachments, portal limits and permitted submission method. Leave time for upload and validation, and retain the receipt. The issuing documents govern; these prompts do not establish eligibility.
06Learn after the decision
Record pursued, passed, submitted, awarded and lost outcomes with the reasons and estimating hours. Separate verified award values from projections. Use the results to refine trade, capacity and delivery-market preferences without treating a fit score as a win probability.
